Criteria Used in Project Selection

Electricity savings in the Pacific Northwest. NEEA does not accept proposals for projects that solely reduce fossil fuel use or produce new electricity such as solar photovoltaics, wind projects, small-scale hydro or distributed generation.

Financial return or cost-effectiveness. The total benefits of buying the products or service must be greater than the total costs paid by the consumer and the region.

Long-term Market Impact. Consumers’ benefits must outweigh costs, so they will continue to buy the product or service without incentives in the future.

Geographic Balance. NEEA prefers products or services that are available to many businesses or consumers throughout the four-state northwest region.

Customer Class Reach. Products or services that are available to many customer types-agricultural, industrial, commercial, and residential are preferred. .

Have Private Sector Co-investment. NEEA prefers projects that have private sector or other sources of co-investment, co-funding or cost-sharing. While co-investment is not essential, it demonstrates investor confidence and helps to reduce NEEA’s risk.
